I figured the Romulans to be much like the Byzantine Empire: loads of bureaucracy in constant competition for power and resources, a culture of repression left over from the Vulcans, but a vibrant, close family and private life. You see a lot of this in post-Revolutionary Iran, Maoist China, and Soviet Russia. Nothing but predatory stoicism outside the friend/family unit.

    Like Klingons and Cardassians I always wanted to see what alien species were under the empire’s thumb. All three are xenophobic to differing levels, so the lot of these worlds and how they operate in the government (if at all) would be interesting. Leaning into the Byzantine allegory, perhaps Remans and other species might have the place of “eunuch” — unable to be emperor, they might be relegated to trust enforcers who could never really hold power…but in fact, do in their own bureaucratic fiefdoms. Gatekeepers, not administrators.

      I like the Byzantine analogy. I also have the thought in my head that after spending a nonspecific number of generations tooling around in rickety generation ships governed (by necessity, perhaps) by a security state, the Romulan cultural personality tends toward introversion and a craving for privacy in all its forms. Naturally, I can build that in along with the Byzantine Romulan idea.
